The involvement of local communities and environmental sustainability, are the two issues of tourism development in Indonesia today. Tourism is encouraged to be able to provide direct benefits for local people, especially for those who live in rural areas. In addition, tourism is also demanded to be able to pay attention to environmental sustainability, a potential that is mostly owned by rural areas. One alternative development model that is being developed by the Indonesian tourism ministry is Desa Wisata (Rural Tourism). The Desa Wisata phrase was first introduced in 2005, as one of the concepts of developing tourism products in Indonesian development planning documents. However, in the last few years, the ministry of tourism has become increasingly aggressive in developing the Desa Wisata in rural areas in Indonesia. "Desa Wisata" and rural tourism have different philosophies and definitions. This terminology arises because of political policies that began to pay attention to economic development from the periphery. The policy pushed each ministry to start designing village-based development planning, one of which was the ministry of tourism.

The Ministry of Tourism, in 2019, began to design development standards and indicators needed to develop the Desa Wisata. The guideline is expected to help all rural areas in Indonesia to develop their potential as a tourist attraction. Basically the indicators are based on ASEAN Sutainable standards. With these indicators, it is hoped that villages in Indonesia can be developed into sustainable tourism. Some Desa Wisata, in recent years, have shown convincing developments. At least when viewed from some of the awards they have gotten from their achievements. From an economic point of view, they are able to actively involve local people, as well as increase the level of their economy. In addition, various factors formed the basis for evaluating several awards. This phenomenon encourages this research to study whether it can Desa Wisata be an Indonesian model of Sustainable Rural Tourism Development ? Study case of Central Java (Yogyakarta), (Desa Wisata Ngelanggeran, Desa Wisata Penting Sari, And Desa Wisata Bobung).

These three villages were chosen based on their experience in developing Tourism Villages, where two of the three villages were said to have achieved success (Desa Wisata Ngelanggeran and Desa Wisata Penting Sari), and one of them experienced obstacles (Desa Wisata Bobung). This phenomenon also encourages this research to examine several issues, including, first, the history of the development of Tourism Villages and sustainable tourism in Indonesia. Second, potential and challenges for Desa Wisata (rural tourism or tourist village) development in Central Java, bearing in mind that all of these villages are in Yogyakarta. Third, the case study of Desa Wisata development in central Java. And the last but not least, the implications of Desa Wisata development for the environment in Central Java. These issues will be examined and finally get a complete picture related to whether the Tourism Village can be an alternative to developing sustainable tourism in Indonesia.

This research will be supported by several ministries in Indonesia, especially by the ministries of education and culture, and the ministry of tourism.
